Horizonte Strategies started with a simple belief: communication should meet people where they are, in their language, their communities, and their lived experiences.

Horizonte was created to help organizations build trust and connect authentically, turning messages into meaningful conversations that move people to action. Through strategic thinking, cultural fluency, and clear storytelling, Horizonte helps clients create lasting engagement with the audiences that matter most.

About the Founder:

Luisana Pérez Fernández is a communications strategist with extensive experience in bilingual media and coalition building across national, state, and local government. She most recently served as Special Assistant to President Biden and Senior Director of Coalitions Media at the White House.

Her previous roles include Press Secretary at the U.S. Department of Health and Human Services and Deputy Communications Director for Miami-Dade County Mayor Daniella Levine Cava. In campaign politics, she worked as Deputy Communications Director and Hispanic media spokesperson for Biden for President in Florida and Senator Bill Nelson’s re-election, as well as District and Communications Director for State Senator José Javier Rodríguez. At the Florida Democratic Party, Pérez Fernández served as Deputy Communications Director, where she also led Hispanic media strategy. 

Luisana founded Horizonte to help organizations communicate with intention - building understanding, trust, and real connection with the audiences that matter most.
